A decade ago, the average Global Capability Center in India was described as a back-office. Today, the same centers are designing autonomous vehicle perception stacks in Bengaluru, building generative AI products in Hyderabad, running global fraud platforms from Pune, and operating quantitative trading systems out of Gurugram. The label has not just changed. The work has.
According to NASSCOM's 2026 GCC report, India now hosts more than 1,800 Global Capability Centers, employs over 1.9 million people in them, and contributes more than $64 billion in annual revenue. By 2030, those numbers are projected to cross 2,400 centers, 2.8 million employees, and $110 billion in revenue. The Indian government's National GCC Policy Framework, announced earlier this year, is explicitly aimed at making India the world's default destination for enterprise AI capability.
And every GCC leader we speak to in 2026 is being asked the same question by their global HQ: how do we make this center an AI center?
This article is the practical playbook. It draws on what is actually working inside leading GCCs across BFSI, retail, manufacturing, healthcare, and tech, and what is not. If you are setting up a new GCC in India, scaling an existing one, or trying to transform a legacy captive into an AI-first operation, this is the operating model worth studying.
Why GCCs Have Become the Center of Gravity for Enterprise AI
The shift did not happen by accident. Five forces have converged in India over the past three years to make GCCs the natural home for enterprise AI capability.
Talent depth at frontier-AI scale. India produces the largest cohort of AI, ML, and data engineering graduates in the world. The IndiaAI Mission, the IITs' expanded AI programmes, and a maturing private training ecosystem have pushed the AI-ready workforce past 600,000 specialists in 2026 according to NASSCOM. No other country can offer this depth at this cost point.
Cost arbitrage that still matters. Even with significant wage inflation, AI engineering and data science roles in India cost 40 to 65 percent less than equivalent roles in the US, UK, or EU. For AI workloads that need scale (data labelling, model evaluation, prompt engineering, MLOps, agent operations), the unit economics are decisive.
Time-zone and follow-the-sun advantage. AI development and operations benefit enormously from 24-hour coverage. India bridges Asia-Pacific and EMEA naturally and overlaps with North America for handoff, which is exactly the model leading GCCs now run for global AI platforms.
Maturing data and AI infrastructure. AWS, Microsoft Azure, Google Cloud, and Oracle have all expanded India regions. NVIDIA, Yotta, CtrlS, Tata Communications, and Reliance have built sovereign GPU capacity. The IndiaAI Mission has subsidised shared GPU clusters. For the first time, GCCs in India can run large-scale training and inference workloads inside the country, which matters for both cost and DPDP Act compliance.
Government policy that finally gets it. The National GCC Policy Framework 2026, state-level GCC policies in Karnataka, Tamil Nadu, Telangana, and Maharashtra, and DPIIT's simplified compliance regime have made setup faster and more predictable. Single-window clearances, SEZ-equivalent tax structures, and the IndiaAI compute subsidy together change the math meaningfully for new GCC investments.
The Three Generations of GCCs (and Where Yours Probably Sits)
Not all GCCs in India are at the same level. Understanding which generation your center is currently at is the most important diagnostic question before you build an AI strategy.
Generation 1: Cost Center
These centers are still measured primarily on cost-per-FTE and run delivery for processes designed elsewhere. AI in a Gen 1 GCC usually means RPA bots and a few isolated ML pilots. There is no product ownership, limited engineering autonomy, and most senior decisions still happen at HQ. Roughly 30 to 35 percent of India GCCs sit here in 2026, down from over 60 percent in 2020.
Generation 2: Capability Center
These centers own end-to-end functions: engineering for specific products, data platforms for the global enterprise, fraud and risk operations for entire markets. AI is embedded in delivery: model development, MLOps, applied data science. The center has senior leadership with real authority and runs against capability and quality KPIs, not just cost. Around 45 to 50 percent of India GCCs sit here.
Generation 3: Global AI Hub
These centers are net producers of intellectual property and AI products for the entire enterprise. They own global platforms, frontier research, agentic AI development, generative AI products, and increasingly P&L for entire business lines. Leadership in Bengaluru, Hyderabad, or Gurugram is genuinely peer-level with HQ. About 15 to 20 percent of India GCCs are here in 2026, and this is the cohort growing fastest.
The transformation question for most enterprises in 2026 is no longer whether to set up in India. It is how to move from Gen 1 to Gen 2, or from Gen 2 to Gen 3. The rest of this article is the operating model that makes that transition real.
The AI-First GCC Operating Model
The leading GCCs in India have converged on a recognisable operating model in 2026. It has seven elements.
- Product, not project. Move from staffing projects defined at HQ to owning long-lived products end-to-end. AI products especially need durable teams that own a model, a pipeline, or a platform across its full lifecycle. Project-staffed AI work consistently underperforms product-owned AI work in measurable quality and time-to-value.
- Embedded AI in every pod. Rather than a centralised AI team that other teams request work from, the best GCCs embed AI engineers, applied scientists, MLOps engineers, and AI product managers inside every product pod. AI becomes a delivery capability, not a service function.
- Platform layer that is genuinely shared. A central AI platform team builds and operates the shared foundation: data platforms, feature stores, model registry, inference services, GPU access, evaluation harnesses, agent frameworks, observability, governance tooling. This is the single highest-leverage investment a GCC can make.
- Responsible AI as a first-class function. Dedicated capacity for model risk, fairness, robustness, privacy, and regulatory alignment. With the DPDP Act now enforced, the EU AI Act high-risk obligations coming in August, and sector-specific guidance from the RBI, IRDAI, and SEBI, this is no longer optional. The GCCs treating Responsible AI as a separate function staffed by senior people are pulling ahead of those treating it as a checkbox.
- Talent strategy built for scarcity at the top. The AI-ready workforce is large, but the genuinely senior AI talent (staff and principal engineers, applied scientists, AI architects) is scarce and globally mobile. Top GCCs in 2026 run differentiated comp bands for these roles, invest heavily in retention, and accept that their senior AI compensation now approaches or exceeds equivalent US bands. Trying to win this talent on cost-arbitrage alone has stopped working.
- Direct line to the business. AI products that solve real problems need direct contact with the customers or operators they serve. The GCCs creating the most value have AI product managers and engineers who travel to global business units, sit with users, and own outcomes. The ones still operating through layers of HQ intermediaries are slower and less relevant.
- Compliance and data sovereignty by design. Cross-border data flows, DPDP Act, sectoral regulations, and customer contracts shape what data can leave India, what can come in, where models can be trained, and where inference can run. Bake this into architecture and tooling from day one rather than fixing it later.
The DPDP Act Reality for GCCs in 2026
India's Digital Personal Data Protection Act is now actively enforced. For GCCs handling personal data of Indian residents (and many handle that data as part of global processing operations), the operational implications are real:
- Clear lawful basis required for every processing activity, including AI training and inference using personal data.
- Notice and consent requirements that flow back to the upstream business units.
- Significant Data Fiduciary obligations for large processors, including data protection impact assessments and a designated Data Protection Officer based in India.
- Cross-border transfer restrictions that affect how global AI platforms can route data through India centers.
- Penalties up to INR 250 crore per instance for material breaches.
The practical effect for AI work in GCCs has been a strong push toward India-resident training data, India-region cloud and GPU infrastructure for sensitive workloads, on-premise or sovereign model deployment for high-risk use cases, and clearer data lineage tooling across the AI lifecycle. GCCs that have invested in this early are now winning AI work from sister units in regulated industries that would otherwise have stayed in the home country.
Where AI Is Actually Creating Value Inside GCCs Today
The AI use cases that have moved past pilot inside Indian GCCs in 2026 cluster into five high-value categories.
Software Engineering Productivity
Code generation, code review, test generation, and modernisation of legacy systems are the highest-volume AI workloads inside GCCs today. Leading centers report 20 to 35 percent productivity gains across application development and 40 percent or more on legacy code migration projects. The economic case is so strong that AI coding assistants are now standard developer issue across most large GCCs.
Data and Analytics Platforms
Building and operating the data platforms that power global AI is one of the most natural fits for GCCs. Data engineering, governance, quality, and pipeline operations at scale are areas where India centers consistently outperform on cost-to-quality ratios. Increasingly, these teams also own the feature stores and model registries that the rest of the enterprise depends on.
AI Operations and MLOps
Running models in production at enterprise scale is a discipline distinct from building them. MLOps, model monitoring, drift detection, evaluation harness operation, incident response for AI, and lifecycle management of large agent fleets are increasingly run from India for global enterprises. Follow-the-sun coverage and deep platform-engineering talent make this a natural fit.
Generative AI and Agentic Products
The most senior work, and the one with the most strategic upside. Generative AI assistants, internal copilots, autonomous agents for customer service and back-office work, retrieval systems on top of enterprise data. Leading GCCs in BFSI, retail, healthcare, and tech are now owning these products end-to-end. The talent depth in India for both ML research and applied engineering makes this viable in a way that few other geographies can match.
Risk, Fraud, and Compliance
BFSI GCCs in particular have built world-class AI capability for fraud detection, AML, market surveillance, and credit decisioning. This is now spreading to insurance (claims fraud), retail (returns fraud), and healthcare (payment integrity). The combination of large-scale data engineering, domain expertise, and 24x7 operations is a near-perfect match for India centers.
Where Newer GCCs Are Choosing to Set Up
The geography of GCCs has been changing. Bengaluru still leads, but the spread is wider in 2026 than ever:
- Bengaluru. The default choice for deep technology and ML research talent. Highest cost, highest talent density.
- Hyderabad. Strong infrastructure, supportive state policy, deep talent for product engineering and data work. Often the chosen second site for enterprises already in Bengaluru.
- Pune. Engineering and BFSI strength, lower attrition than Bengaluru, particularly strong for platform and backend roles.
- Gurugram and Noida (NCR). Closest to government, regulators, and large Indian financial institutions. Strong for BFSI and consulting-adjacent GCCs.
- Chennai. Manufacturing and product engineering strength, growing AI presence, lower attrition.
- Tier-2 cities (Coimbatore, Indore, Kochi, Visakhapatnam, Bhubaneswar). Significantly lower costs, generous state incentives, increasing AI and engineering talent. The fastest-growing GCC frontier in 2026 for cost-sensitive workloads and operations.
The pattern we see most often with sophisticated buyers in 2026 is a hub-and-spoke model: anchor in Bengaluru or Hyderabad for AI engineering and product, with operations or platform spokes in Pune, Chennai, or a Tier-2 city for cost optimisation.
The Common Mistakes (and How to Avoid Them)
- Treating AI as an HQ-led mandate. The most successful AI GCCs have HQ sponsorship but India ownership. The reverse, HQ ownership with India execution, consistently produces underwhelming results.
- Underinvesting in the platform layer. Without a strong shared AI platform, every product pod rebuilds the same pipelines, evaluation harnesses, and governance tooling. The waste is enormous and the inconsistency creates risk.
- Hiring AI engineers into a delivery model designed for IT services. AI talent expects product ownership, autonomy, and modern engineering practices. Drop them into ticket-driven, status-reporting cultures and they leave within 12 months.
- Skipping Responsible AI. Building AI products without dedicated capacity for model risk, evaluation, and regulatory alignment is now a clear and growing liability. The cost of retrofitting is multiples of doing it from day one.
- Underestimating the senior-talent comp curve. Senior AI talent in India is priced globally. Centers operating on outdated India comp benchmarks for staff-level and above roles cannot hire or retain.
- Ignoring tier-2 and tier-3 sites for the right workloads. Not every AI workload needs Bengaluru salaries. AI operations, data labelling at scale, evaluation, and platform engineering can run very effectively from lower-cost locations with the right setup.
A 12-Month Roadmap to an AI-First GCC
- Months 0 to 3: Diagnose and design. Map your current center against the three generations. Identify the product portfolio that should move to India ownership. Design the operating model: pods, platform, Responsible AI, talent strategy. Set up the governance and compliance frame for DPDP and any sectoral requirements.
- Months 3 to 6: Build the platform foundation. Stand up the shared AI platform: cloud and GPU access, data platform, model registry, evaluation tooling, observability, agent framework, security and privacy controls. This is the highest-leverage investment of the first year.
- Months 6 to 9: Move ownership of two or three priority products. Pick the products with the strongest business case and the right HQ sponsorship. Build full pods around them in India with end-to-end accountability. Establish direct lines to the business they serve.
- Months 9 to 12: Scale and institutionalise. Roll the operating model out to the next set of products. Mature the Responsible AI function. Begin developing the next tier of senior talent through external hiring and internal growth. Measure outcomes (cycle time, quality, revenue impact) and report against them quarterly to HQ.
Twelve months is enough to move a center from Gen 1 to Gen 2 or from Gen 2 firmly into Gen 3 territory if the operating model is genuinely embraced. We have seen it done.
